The Leviathan is a sea serpent remembered in multiple traditions for its sprawling limbs and enormous power. 

In his 1651 political text of the same name, English philosopher Thomas Hobbes argued that in order to overcome competing individual desires and enforce a peaceful society that can best serve its citizens, the state must be powerful like the Leviathan.

In the present context, governments have expanded regulatory mandates and increased spending as they attempt to address crises of health, energy, the economy and the climate.
